General Purpose

With minimal direction from a department manager, a program manager, or the director of engineering/operations (project management office), oversees high-risk projects, which require considerable resources and high levels of functional integration. In addition to having responsibility for all aspects of the project over the entire project life (initiate, plan, execute, control, close), assembling project team, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of assigned projects, takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, distributors, and vendors. Ensures adherence to quality and safety standards and reviews project deliverables. Communicates with senior management regarding the status of specific projects.

Principal level may be under the direction of a Vice President and oversees multiple large complex high-risk politicgally sensitive projects.

Responsibilities

Responsibilities include but are not limited to design, financial, permitting, assembling & managing multifunctional matrixed project teams across business platforms. Responsibilities also include coordinating team efforts, assigning tasks, developing detailed project plans, project schedules and ensuring timelines are met.

  • Manage the planning, design, & construction of multiple large scale capital projects (e.g. modifications/additions to facilities & infrastructure) under minimal supervision.
  • Establish, track, & control project cost, scope, schedule, & risk to deliver assigned projects within their approved scope, budget, & schedule.
  • Plan, schedule, & execute all phases of projects in accordance with project management processes, policies & guidelines, & corporate governance.
  • Develop detailed project plans & ensure project scopes, team responsibilities, milestone dates, & the procurement strategy are clearly stated for all assigned projects.
  • Develop & update project schedules in accordance with project objectives.
  • Develop & execute public involvement plan during the project permitting phase.
  • Interface with stakeholders & external customers throughout the project life cycle to assure their criteria & objectives are met.
  • Provide project progress reports to management & other stakeholders in accordance with an approved communication plan.
  • Coordinate with procurement to solicit external materials & services as required for project deliverables.
  • Negotiate with vendors & contractors regarding work scope changes & ensure that all contract commitments are completed on time per the scope of work & technical specifications.
  • Interface with appropriate management levels including senior management to gain necessary approvals & manage risk in accordance with corporate governance.
  • Provide coaching to less experienced project managers, engineers & other project team members to assist in their career development.

Principal level will include the following additional
Responsibilities:

  • Manage the most complex, high-risk & politically sensitive capital projects from assignment to closeout & direct project teams to ensure all phases of projects meet cost, schedule, & quality requirements.
  • Coordinate & direct the activities of as many as (20) internal departments including regulatory affairs, general counsel & customer & community affairs & as many as (15) external government & private agencies including Public Utility Commissions & other utilities in the process of delivering assigned projects.
  • Define & manage interfaces with senior management, business units, regulators, contractors, vendors, customers, & auditors on assigned projects.
  • Monitor the scope, cost, & schedule for variances & implement corrective measures.
  • Develop scopes of work & requests for proposals for external multimillion-dollar engineer, procure, construct contracts as necessary.
  • Manage career development of Associate, Career & Lead Senior level project managers & engineers.
  • Provide leadership regarding project management practices & issue resolution.
  • May have direct supervisory responsibility for a project team.
  • Stay abreast of new & emerging project management processes, tools, & techniques within the industry & provide recommendations on best practices/processes.

Requirements

  • Bachelor s Degree in, Engineering, Construction Management or the equivalent combination of education & experience
  • Five years related professional experience.
  • Proficient in project scheduling, cost controls, tracking & reporting methodologies.
  • Knowledge of financial principles to quantify costs & benefits of projects & to track & maintain project budgets
  • Proficient in the application of Project Management Institute project management techniques or equivalent
  • Experience in managing vendors & contractors regarding work scope changes to ensure that all contract commitments are completed on time per applicable specifications
  • Excellent technical writing & verbal communication skills
  • Demonstrated business management skills including consulting skills, customer service, & business acumen
  • Interpersonal & communication skills to facilitate team efforts, provide guidance & direction to team members, & communicate project objectives, parameters, status, & outcomes to stakeholders
  • Ability to analyze information, form conclusions & provide meaningful and creative solutions to non-typical business issues
  • Demonstrated skill in motivating & influencing others as well as skills & experience in team building & conflict management
  • Proficient in using Microsoft Office Suite including Word & Excel

In addition to the above, candidates may be considered at the Principal level if they also meet the following requirements:

  • Ten years related professional experience.
  • Proficient in financial principles to quantify costs & benefits of projects & to track & maintain project budgets
  • Expert in the application of Project Management Institute project management techniques or equivalent
  • Demonstrated advanced business management skills including consulting skills, customer service, & business acumen
  • Excellent interpersonal & communication skills to facilitate team efforts, provide guidance & direction to team members, & communicate project objectives, parameters, status, & outcomes to stakeholders
  • Highly skilled in motivating and influencing others, experience in team building & conflict management

Preferences

  • Master s in Business Administration or advanced technical degree
  • Current Professional Engineer License
  • Project Management Professional certification by the Project Management Institute, or Advanced Project Management, or Program Management Certification
  • Understanding of environmental regulations, National Environmental Protection Act, environmental impact statement, environmental assessment, State Historical Preservation Office, Army Corp of Engineers, etc.
  • Knowledge of the Company s business, policies, procedures, and practices
  • Experience in the electric utility industry and applicable federal, state and local regulations
  • Working knowledge of SAP in cost tracking and forecasting
  • Working knowledge of Primavera scheduling or other project management software
  • Experience in electric utility design and/or construction
