General Purpose

Lead in the management, administration, and direction of all activities, programs and operations of the company s Emergency Management Program. This position coordinates and leads the development and delivery of a comprehensive, all-hazards emergency management program for PacifiCorp. Assures compliance with regulatory agencies and serves as the liaison with all local, state and federal agencies. Responsible for the coordination and completion of the emergency preparedness activities and training for the company.

Responsibilities

  • Lead and support the development and update of the company's emergency management plan, and other hazard-specific plans and emergency response procedures to include coordinating planning efforts internally and with all appropriate local, state, and federal agencies and organizations.
  • Lead the development and delivery of companywide emergency management training, exercise programs to include table-top and functional exercises focused on scenario based events which includes operational and non operational personnel.
  • Lead the development and implement the education and training for the Incident Management Team, Emergency Operations Center Staff and the Executive Policy Group on the Incident Command System and Emergency Operations Center structure and how it is applied during emergency and disaster situations.
  • Provide advanced analysis and alternatives for varying scenarios with emergency management team.
  • Responsible for the development of after action reports and improvement plans to address operational and process gaps in emergency management plans to ensure business resiliency for the company during and following emergency or catastrophic incidents.
  • Conduct emergency management plan audits and updates on a continual basis.
  • Establish and maintain robust emergency management working relationships with external contacts from mutual assistance organizations, government agencies and other emergency management agencies.
  • Responsible for compliance with all local, state and federal mandates relating to emergency management.
  • Represent the company, and act as the primary point of contact as required with local, state, and federal agencies, the private sector, volunteer organizations and the public for all matters pertaining to emergency management.
  • Responsible to ensure the company's EOC system is in a state of operational readiness.
  • Provide weather forecast data as required to support operational organizations.
  • Participate in Berkshire Hathaway Energy cross-platform emergency management forums and activities.
  • Coordinate and collaborate with business continuity to ensure emergency management and business continuity plans are in alignment.
  • Assist with the coordination and oversight of all functions within the department including administration and program development and delivery to ensure successful accomplishment of the department functions and expectations.
  • Act as liaison between the Incident Management Team, executives and external mutual assistance organizations, government agencies (federal, state, and local emergency operations centers, etc.) during emergency incidents.
  • Lead the activation and staffing of the EOC as needed; and manage the facility operations to ensure the effective and timely delivery of emergency management services during emergencies and disasters.
  • Serve as the backup liaison to the public and the media in all matters pertaining to emergency management during day-to-day operations and in time of emergency.
  • Coordinate and collaborate with risk management to deliver the risk management plans with satisfactory or better results from any Berkshire Hathaway Energy audit.
  • Acts as a lead within the Emergency Management group.

Requirements

  • Bachelor's Degree in applicable field; or the equivalent combination of education and experience.
  • A minimum of ten years of directly related experience in emergency planning, training, exercises, coordination, and implementation.
  • Demonstrated leadership skills, ability to establish objectives, execute policy, decision making, and the ability to oversee multiple programs, projects, operations and functions.
  • Necessary skills to lead the development or implementation of a system, program, or process.
  • 24/7 availability to support emergencies and disasters.
  • Demonstrated knowledge of the National Incident Management System based on completion of ICS-100-300, IS-700, IS-800, and the FEMA Professional Development Series.
  • Proficient with the use of personal computers including spreadsheet (Excel), word processing (Word), and presentation applications (Power Point) to compile, maintain, and present information.
  • Demonstrated excellent verbal and written communication skills.
  • Experience leading or the ability to lead emergency response efforts for a mid-sized government or corporate organization.
  • Ability to handle daily communications of expectations, coach and mentor employees, provide feedback and work collaboratively with other departments.
  • Ability to analyze situations quickly and objectively, to recognize actual and potential danger and determine the proper course of action.

Preferences

  • Advanced degree.
  • Knowledge of company's strategic plan, objectives for specific area, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Previous electric utility experience.
  • Emergency Operations Center experience.
  • Incident management experience.
  • Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM).
