Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration at the GS-13 grade level.) Specialized Experience Requirement:
For the GS-13 Level:
You must possess one year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through federal service. Examples of specialized experience include:
Integrating conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources; Assessing the performance and accountability of conservation programs and operations; Coordinating roll-outs of conservation, business or administrative initiatives with the senior leadership team and staff; Directing locally-based administrative support services; Providing supervision direction, oversight, and management to natural resource conservation strategy/planning and financial staff within an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
