Budget Technician

Reviews the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments. Performs activities of financial management as the assistant to the Budget Analyst for Research, including the development of data and long-term budget formulation. Gathers, compares, and correlates financial data concerning current and future programs and activities with projected costs of operations. Assists in gathering and reviewing a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast of the VA Research Service Line. Forecasts shortfalls and recommends actions necessary to accommodate any changes. Continually monitors control point expenditures. Projects costs, analyzes workloads and trends for possible adjustment. Helps provide training for budget formulation, identifying needs and excesses, and using available software control point official and control point clerk software. Analyzes usage to determine funds required and execution of budget plans for VA Research Service Line. Reviews historical data for trends and patterns. Aids Budget Analyst in creating reports and presentations to illustrate expenditures across various funds using data obtained from various sources to share with Research Associate Chief of Staff (ACOS/R) and/or executive leadership as requested. Provides Data Entry support by entering financial information pertaining to purchases and fiscal requests into the Research Management System (RMS) as assigned by the Budget Analyst Prepares Monthly Budget Report as required. Monitors, increases, and decreases with Fiscal Service's requirements daily. Prepare Bills of Collection for overpayment or incorrect payment to vendor. Responsible for processing end of year actions for fiscal year closeout, working in conjunction with the Budget Analyst. Provides backup in coordinating the Research budget and accounting information with Fiscal Service records, printouts, etc. to reconcile budget information and resolve questions in accordance with established procedures. Verifies all invoices (one-time service and all annual contracts) prior to payment. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 06 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
working in VHA accounting systems; utilizing a wide range of commonly applied accounting and budgeting management principles, concepts, and methodologies; weighing impact of variables such as cost, policy and procedure, and data processing to maintain budget control records; searching for and analyzing information; tracing sequences of transactions; managing internal budgetary processes; and working with Fiscal Service operations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
