Supervisory Health System Specialist

Duties include:
Plans, prepares, and administers a PCC budget that maximizes PCC program strategies in a fiscally responsible way. Coordinates with clinical and administrative Service Chiefs to align their service goals and priorities with HCS PCC goals and priorities. Advises the Executive Leadership Team on personnel, services, supplies, equipment, and environmental changes or additions that would promote the culture and practice of PCC. Promotes understanding of the HCS's mission as it relates to PCC to internal and external stakeholders including other hospitals, medical schools, other affiliated colleges and universities, accrediting agencies, public health organizations, volunteer groups, news medical and the community. Collaborates with HCS education, training, and systems redesign departments to ensure clinicians, management and all support personnel receive education related to the PCC model and philosophies. Formulates new policies and procedures, revises existing policies and procedures, and drafts other correspondence as necessary. Upon concurrence of Executive Leadership Team and related services, publications become official HCS policy. Ensures, coordinates, and completes facility response to recurring, non-recurring, and special reports requested by HCS leaders and national organizations offices. Plays a critical leadership role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency accrediting, and regulatory requirements relating to PCC. Ensures effective management of the HCS PCC program. Establishes criteria for internal reviews and evaluates clinical outcomes as a result of PCC implementation strategies. Incumbent will monitor and analyze changes in mission goals, new legislation, and technological advances to assess the impact of the changes on work methods procedures and to develop new systems that will address these changes. Conducts proactive strategic planning to improve the operation of the HCS PCC program. Investigates and analyzes adverse quality tends or conditions and initiates corrective action. Consults with staff and managers to identify opportunities for improvement of the PCC program and patient experience. Uses his/hrer clinical expertise/experience to cooperatively develop and implement quality management plans. Designs clinical studies, training programs, and organizational strategies for identifying opportunities to improve the patient experience and PCC quality process. Provides advice to managers and technical specialists in identifying business areas with potential for significant quality improvement. Prepares and/or reviews reports involving trend analyses and ensures follow-up in areas of the HCS PCC program. Prepares and analyzes data and makes recommendations for improvement. Facilitates innovative application of best practices and quality management methods. Directly supervises the Health Promotion Disease Prevention (HPDP) Program Manager (GSI2), Health Behavior Coordinator (HBC) (GS-13), System Redesign Coordinator (Nurse III), and the Patient Advocate staff(GS-I2, GS-9, GS-g, GS-7, GS-5). Coordinates work with Veteran's Health Education Coordinator (VHEC). Makes decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions. Approves recommendations for incentive awards and rewards employees for good performance. Completes performance appraisals of subordinates and assures performance standards are current. Assigns and coordinates work based on priorities of the PCC program, HCS, and Office of Patient Centered Care and Cultural Transformation (OPCC&CT). Initiates interdisciplinary projects to improve or organizational performance. Maintains position descriptions or functional statements. Delegates responsibility and authority to appropriate Program Manager Coordinator(s) and holds them responsible for the performance of their programs. Guides Program Manager/Coordinator(s) on problem solving, decision making, delegation, change management, confrontation management, and performance improvement management. Maintains a working knowledge of agency personnel management requirements as they relate to various employee groups and implementation of the PCC model. Ensure the development, implementation, and maintenance of GEMS requirements in accordance with VHA and medical center policy. This involves developing and implementing environmental policies, procedures, and systems within areas of responsibility. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements Must have a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement You may qualify based on your experience as described below:

Must possess one (1) full year of specialized experience equivalent to lower grade GS-12 that equipped you with the knowledge, skills, and abilities to perform the duties of the position? This experience includes, but is not limited to:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
