Social Worker (Service Chief)

Duties Include Is responsible for the strategic planning and operation of Social Work Service. Is responsible for ensuring the administrative and clinical supervision of social work staff in their professional role. Ensures the provision of Social Work Services and/or case management services in a variety of inpatient and outpatient program areas and clinics. Ensures the provision of Social Work Services and/or case management services in a variety of inpatient and outpatient program areas and clinics. Is responsible to make decisions regarding work problems presented by subordinate social work supervisors. Collaborates with others in negotiating, deciding upon and/or coordinating social work service related changes affecting other programs. Advises other Service Chiefs on problems involving the relationship of Social Work Service activities with the various units and programs. Makes selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. Assures subordinates are trained and fully comply with the provisions of the safety regulations. Consults with specialists regarding training needs and decides types of training problems related to the identified problems of the supervised wards/units. Participates in making major decisions affecting the basic content and character of the operations of programs. Supports the overall compliance of meeting and maintaining facility performance measures and monitors to meet the facility, VISN, and National goals. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Is responsible for developing patient education materials for Social Work Service. Establishes a system and procedures to monitor and control the financial resources assigned to Social Work Service. Develops and monitors Functional Statements, and organizational listings, staffing levels, Cost Distribution Report (CDR) allocations, Decision Support System (DSS) mapping and monitoring. Establishes and maintains functional statements, or ensures the establishment for each position in Social Work Service to ensure the existence of accurate, detailed descriptions of all duties performed by staff. United States Citizenship. Education. Possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Possess a full and unrestricted license or certification by a state to independently practice social work at the master's degree level. English Language Proficiency. Social workers must be proficient in spoken and written English. Grade Determinations:
Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions. Skill in applying legal, ethical, and professional standards to social work practice. Skill in developing, maintaining, and managing social work services in multiple divisions/sections. Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements Skill in administrative oversight to ensure compliance with social work licensure requirements. Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the social worker or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position will require some travel into the community to meet with community agencies and partners who provide assistance and support to the HJCR Programs and its Veterans. This position also requires close visual acuity to perform an activity such as:
preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
