Program Specialist

The Program Specialist/Research Coordinator will be responsible for overseeing the day-to-day operations of MVP (Million Veteran Program). The MVP is a partnership with veterans which aims to create resources within the VA that allows researchers to conduct genetic research studies. The goal of the MVP is to recruit one million veterans from VA Medical Centers across the nation. Duties include, but are not limited to:
Enrolling participants, collecting data, and serving as a critical conduit to the program coordinating center. Managing clinical and administrative support services for MVP. Directly supervising Research Assistants. Ensuring proper collection and shipment of blood specimens. Reviewing data completeness. Understanding and explaining genetic research and the role of genes in health to participants in layman's terms. Understanding and complying with federal and VA policy. Collaborating as part of a team. Communicating ideas in both written and verbal correspondence. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
working in a team environment in a government or academic healthcare organization; managing research projects; following protocols; enrolling and interviewing patients; compiling data and creating reports; independently drafting correspondence; and working with tight deadlines. OR, Education:
Applicants may substitute education for the required experience. To qualify on education for the GS-09 grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related to the occupation OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the requirement for the next lower grade. You will be rated on the following Competencies for this position:

The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying light items. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
