South Carolina is making our Veterans a priority for employment in state agencies and institutions.Job ResponsibilitiesThe South Carolina Judicial Branch (SCJB), Human Resources Division is seeking a highly skilled HR professional to join its team as Deputy Director of Human Resources. Under general direction, the HR Deputy Director assists the HR Director in managing day-to-day operations of the Human Resources Division including, but not limited to, employee relations, administrative and human resources functions and activities, and HR personnel; assists in the development and implementation of HR policies and procedures, HR training programs and various HR communications. Supports SCJB executive leadership, management, judicial officers, and employees by interpreting policies and procedures and providing human resources advice, counsel, recommendations and decisions. Assist in HR Day-to-Day Operations Assist the HR Director in managing, planning, organizing, and coordinating all administrative and human resources functions and activities in the day-to-day operation of the Human Resources Division. Assist in the development of department goals, objectives, and systems and in the crafting of HR communications. Oversee operations of the HR Division in the HR Directors absence (or presence, with approval), and take appropriate action on HR matters. Supports executive leadership, management, judicial officers, and employees by providing human resources advice, counsel, and decisions; interpreting policies and procedures, analyzing information and making recommendations on appropriate course of action. Employee RelationsManage employee relations matters by addressing performance and conduct issues. Monitor and advise managers and supervisors on the progressive discipline process and legal implications of HR issues related to discipline and employee grievances; compose, review and edit disciplinary actions and manage the internal grievance process. Conduct and direct internal investigations; document reported findings, conclusions and make legally compliant recommendations for appropriate course of action. Participate in the decision-making process regarding employee relations issues; serve as liaison and consult with legal counsel as needed or directed; maintain employee relations records and keep HR Director and State Court Administrator abreast of employee relations issues that may have legal implications or a long-range effect on the Judicial Branch as a whole. Oversee Assigned HR Functional AreasManage personnel and oversee day-to-day operations of HR Employment Services (recruitment and retention, performance management and employee training and development), HR Employee Services (leave and time management, physical security, parking and records management) and Benefits (insurance and retirement) functional areas. Provide guidance and direction to HR personnel in performing job functions, in the delivery of services and in developing and implementing processes, procedures, policies, and training programs. Stay abreast of issues and changes in federal, state, and local laws and SCJB policies and procedures that may impact functional areas. Participate in the decision-making process regarding functional areas and make recommendations as needed or requested. Keep HR Director advised of day-to-day operations and any issues that may require escalation to State Court Administrator.HR PoliciesMonitor legislation with emphasis on laws or bills affecting employment issues or changes in the Division of State Human Resources policies, practices and procedures. Make recommendations and implement changes brought by legislation, which include, but, is not limited to, explaining impact of legislation to staff and judicial officers; developing and updating HR policies and procedures, forms and training, as needed; and responding to questions concerning legislation. Work closely with HR Director and HR personnel to conduct ongoing reviews of HR programs, processes, policies and procedures to ensure they are adequately designed to comply with established rules and regulations, or any new judicial policies or procedures. HR Projects/TrainingAssist in the development and implementation of technology-related HR projects. Stay abreast of industry trends and employment issues that may have an impact on the judicial branch, including technological and programmatic ones, related to human resource management. Assist in development and delivery of management training programs on a variety of human resources topics.Crisis ManagementServe as a member of the Crisis Management Team. Assist with implementing mitigating workplace safety guidelines and sending communications to keep the workforce informed of temporary changes to policies, guidelines and procedures during times of crisis or an emergency situation. Prepare reports and make recommendations to the Crisis Management Team regarding human resources functions and issues.Maintain working knowledge of all HR functional areas to better support SCJB employees and provide guidance to HR personnel regarding service delivery and job performance. Attend meetings, events, conferences, seminars, and workshops for purpose of professional development. All other duties as assigned. Minimum and Additional Requirements Bachelors Degree in Human Resources, Business Administration, Public Administration, or a related field; Six (6) or more years of progressively responsible work experience in human resources to include three (3) or more years of work experience in employee relations and three (3) years managerial and supervisory experience. REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS Knowledge of:
Principles and practices of human resource management; Federal, state and local laws, rules, regulations, and best practices pertaining to human resources functions and operations; Workplace investigation techniques; Supervisory and leadership techniques and tools; and Data collection methods and statistical analysis of human resources data and information. Skills:
Strong communication skills both verbal and written; Strong counseling skills; Strong skills in addressing performance and conduct issues and conducting workplace investigations; Excellent computer skills and proficiency in Microsoft applications (Word, Excel, Outlook); Demonstration of a strong, consistent, and dependable work ethic; and Detail-oriented and possess excellent time-management skills. Preferred Qualifications Masters Degree and eight (8) or more years of progressively responsible work experience directing and managing SC State government human resources programs to include employee relations; and SPHR, PHR, SHRM-SCP or SHRM-CP certification. The check will bounce and the victim is left responsible.
