We are seeking a Manager, Enforcement Legal Operations, to help us further our mission and achieve our business goals.
In this role, you will manage the daily enforcement legal components of the North American Electric Reliability Corporation's (NERC) Compliance Monitoring and Enforcement Program (CMEP).
You will help ensure that internal processes and procedures align with NERC's Rules of Procedure, WECC's Regulatory Philosophy, and WECC's Long-term Strategy and are in full support of the CMEP.
You will- Be a manager overseeing the day-to-day activities of Enforcement Attorneys promoting a collaborative, trusting culture in which everyone can be a leader.
Employ outside-in thinking when interacting with Registered Entities and colleagues to ensure we are always aware of how our actions affect our stakeholders.
Collaborate and strategize with management and staff in Reliability and Security Oversight and other WECC departments to advance WECC's and Enforcement's one CMEP to demonstrate risk-differentiated experiences with stakeholders.
Ensure Enforcement processes align with NERC and British Columbia Utilities Commission (BCUC) orders, policies, and guidance concerning the CMEP and risk-based oversight processes.
Implement internal controls to track and ensure successful implementation of CMEP and departmental processing deadlines, metrics, and goals.
Participate in periodic process review and organizational assessment to foster continuous improvement and organization growth.
Develop and mentor a team of enforcement attorneys with individual goals and targeted training to measure success, provide accountability, and ensure continuous progress and individual achievement of organizational and departmental metrics and goals.
Provide regular development and training opportunities for Staff Attorneys to reach their fullest potential.
Approve all Enforcement dispositions, settlement agreements, and penalties to ensure adherence to and consistent application with the NERC and BCUC Rules of Procedure.
Facilitate settlement negotiations and contested violations in hearings as necessary.
Represent WECC Enforcement in ERO Enterprise working groups' policymaking initiatives, projects, and guidance.
Review Enforcement processing data to identify and share trends, best practices, and emerging risks to stakeholders.
Prepare materials and present at Reliability and Security Workshops and WECC Enforcement, Management Team, ERO Enforcement Group, NERC, and Federal Energy Regulatory Commission (FERC) meetings.
Attend meetings as required.
Assist with preparing documents for the NERC Board of Trustees Compliance Committee and for filings with the FERC and other applicable government agencies.
Assist with hiring, onboarding, training, and continuous development of Enforcement staff.
You will enjoy this role if you have- A Juris Doctorate from an accredited law school and a license in good standing to practice law in at least one U.
S.
state.
At least eight years of attorney experience, five years of which implementing requirements associated with the NERC Compliance Monitoring and Enforcement Program (CMEP).
Demonstrated knowledge and understanding of CMEP.
Demonstrated knowledge of NERC Reliability Standards.
Understanding of legal and regulatory issues related to the monitoring and enforcement of compliance with Reliability Standards, including risk assessment, internal controls evaluation, mitigation, and basic auditing concepts.
Interpersonal and mediation skills including the ability to successfully negotiate challenging issues to an agreeable conclusion.
Management skills including the ability to establish objectives, execute policy, and monitor resources.
Excellent organizational skills with an ability to work on and finish multiple projects simultaneously.
Excellent presentational, written, and spoken communication skills.
The ability to travel up to 10-20% of your work time to attend workshops, staff meetings, or other engagements as needed.

Benefits and CompensationThe base salary range for this full-time position is $110,623-$147,497
discretionary pay
benefits.

Within the range, individual pay is determined by additional factors, including job-related skills, experience, and relevant education or training.
